This is a HD 44.1 Khz voice recorder that has a built in 'Tremolo' audio effect engine. Select 'Start Record' from the toolbar to start the recording and tap the 'Stop' button when finished recording. When you tap on the WAV file you can convert the audio to 'Tremolo' sounds create a new WAV file.
